This is in the Tab Page Mode, don't know if that makes a difference. When multiple windows are open, and a window is closed using the "window close" hot key (default "CTRL -"), then rather than using the order in with windows were opened as the window to take focus, the previous(?) window in the tab list is used. The normal behavoir should be that it steps backwards in the window opened order.
