sure, most of Gideon's code is in the plugins. Please note that a good dialog 
editor is a lot of work, so only start it if you really want to maintain it

It is in CVS HEAD. The core is in src/ and all the interfaces and other useful 
stuff in lib/. Place your plugins in the parts/ directory.
