Hi,

this is now done automatically. If the user wishes to use ctags he can
click on Options->KDevelop Setup and enable ctags functionality in the
Documentation Tab (I know it is not an optimal place for it). 
It is necessary to have ctags-5 for this to work properly or the tags
file has to be created manually.
