Bug#23369: kdevelop toolbar resize flicker window

OS/Compiler notes: 

When kdevelop is wider than the toolbar at the top and I click the right border of the window and narrow up the window, slowly around the rightmose icon on the toolbar, the toobar starts enlarging/shrinking the distance between icons nonstop.  Letting go of the mouse button at this point causes it to continue to flicker between two different states until the window is made wider or narrower.
