Bug#27928: {prefixdir}/share/apps/kdevelop subdirs built with wrong permissions

OS/Compiler notes: 

I built kdevelop from cvs (tag kdevelop_1.4) and did a make as my own users, and make install as root.

I used ./configure --prefix=/usr so that binaries get into /usr/bin rather than kde specific subdirectories.

The tool kimport gets copied into a directory
/usr/share/apps/kdevelop/tools.


Within kdevelop running as a normal user - selecting project/generate project file ... menu selection.  Nothing happens.

When I was investigating I noticed that the tools directory (indeed all the subdirectories under /usr/share/apps/kdevelop) have owner/group of root and acces permissions of 700.  when I changed these to 755 my generate project file wizard worked.
