Yes, you're missing quite a lot. :-)

KDevelop-1.4 was shipped with KDE-2.1.
KDE 2.2 ships with KDevelop-2.0 (CVS branch tag KDEVELOP_1_4).
KDE 3 probably ships with KDevelop-3.0 (CVS HEAD, codename Gideon) or
another KDevelop-2.x version...
