Ctags IS installed, but ...

I am using a version of ctags that is in Debian Woody release - it comes 
bundled up with both emacs and xemacs (and both versions show the same 
problem)

This issue is that these particular versions of ctags do not support the 
--append=no switch (nor some of the others that are in the code - I checked 
yesterday, just can't remember today exactly which file - I think it was the 
ctags interface header in kdevelop/ctags directory) as per the man pages.

I don't know whether that means that there are incompatible versions of ctags 
from different sources.
