There appears to be an error with the makefile.

Executing a "make -k" to skip errors can create a kdevelop binary, but
it runs only a GUI without any functionality.

i386 Linux (libc6)
Corel Linux 1.1 (Debian Slink)
gcc 2.95, automake 1.4, autoconf 2.13
QT 2.1.1
KDE 2 libs, support, qt-addon, and base compiled successfully
