Additional info

It seems that if you upgrade your system and there is and old kdevelprc
from the previous
install that kdevelope setup fails. This happens even if you prepend or
postpend an extension
to the kdeveloprc name (ie old.kdevelprc)

After I completely changed the name of the file, setup worked and
Kdevelop appesrs to work
correctly
