branch KDEVELOP_1_4

Ok,

first, retagging is not a good idea.
second, I tried to create a branch from KDEVELOP_1_4 today but I get
the following permission error. 

marimba:~/Src/C++/kdevelop-1.4wrk 502 > cvs rtag -R -b -r KDEVELOP_1_4
KDEVELOP_2_2 . 

cvs server: failed to create lock directory in repository `/home/kde':
Permission denied cvs server: failed to obtain dir lock in repository
`/home/kde' cvs [server aborted]: read lock failed - giving up

looks like this is currently impossible. Should I ask Waldo?
