Oops. I forgot to add an entry in configure.in:
...
kdevelop/widgets/Makefile
...

Now it should work. Please contact me, if problems remain.

I don't get such an error, even after:
make -f admin/Makefile.common cvs-clean;make -f Makefile.cvs;./configure
--enable-debug;make
