added for the 1.3 version

Hi,

I've updated kdevelop/templates/qextmdi.tar.gz to make it compatible
with the current QextMDI version (1.0.0). And now it uses a newer
version of Makefile generation.

Sandy, please, consider that template for the 1.3 package.

P.S.: It doesn't use QAction to be compatible with older Qt-2.x
versions.
