KDevelop 1.2, 1.3 KDE 2 templates corruption

I just fixed that issue in CVS. I also changed the handling of the admin
directory to a separate file admin.tar.gz  that can be replaced easier
for updating all KDE 2 and Qt 2 templates; just check out kde-common
module and make a tar.gz file of the admin dir.
