problems in configure.in

Ok,let's go deeper into the CVS, with some help from Cervisia of course:-)

-the first broken "configure.in" was revision 1.33 commited by Ralf ( KDevelop
generated the AC_OUTPUT new and unfortunaly it was incorrect )
-after some hours Martin tried to fix this, (revision 1.34)
-revision 1.35 was a fix for the quotes around version number (commited by
Bernd)
- the revison 1.36 was broken again :-( (commited by Ralf )
- Bernd fixed some things (revision 1.37), but Makefiles for languages like
pl or pt are missing.
- revision 1.38 is the current version

Ok, nevertheless the 1.0B1 will be rock,rock stable!!!
