(t)csh users can´t configure projects.
the error reads:
CXXFLAGS= -O2 -Wall  :Command not found

How to repeat the error -------------------

use (t)csh as standart shell; change shell in passwd!!!
temporary switching is not enough!

Bugfix or Workaround ----------------------

never use (t)csh  :-((
