docker seems like overkill. i just install the packages on suse leap 15.2.
while i agree that pgsql's upgrade process could be simpler, and that
akonadi's pgsql support should be the default, i would not wish to wall
it all away inside a container.

note:

"pg_upgrade --link" is supposed to remove the dump/restore penalty, but it
does nothing to prevent the need to have the old and new software installed
at the same time. not every package manager is happy to do this; on suse i
see something called /etc/alternatives which is full of symlinks, and only
one postgresql package can own those symlinks. very frustrating.
