Stretch provides an older version of Kmail, therefore someone should take care 
of providing a patch suitable not only for the latest version of Kmail but 
also for that one in Stretch.

Given that, I think it could be better to open a bug report in Debian and ask 
the maintainers to forward it upstream (Debian reportbug allows you to add the 
"upstream" tag to the report).
