I have no experience with KMail 5 in this aspect, but in 4.13 and 4.14 it works fine, even on Mac OS X. One thing that keeps surprising me is that you have to drag onto the message/text area; in particular it does not work for me when I drag an item onto the window section that shows the current list of attachments. That seems counterintuitive, but maybe the reasoning is that you're attaching things to the message, not to existing attachments.
