What the option does AFAIK is to tell KMail to use a fixed width for 
wordwrapping that can be set in settings as well. Otherwise I think KMail 
should not wrap lines at all, but as Jan wrote apparently it does so for 
drafts.

Also the behavior of KMail when wrapping quoted line is less than optimal at 
least for some mails.
