Look in KMail's configuration dialog under Security/Miscellaneous/GnuPG 
Settings...

Reducing the verbosity or the debugging level should reduce the number 
of messages.


To delete the file on startup of KDE put an appropriate script into 
~/.kde/env (or ~/.kde4/env if your KDE configuration files are stored in 
~/.kde4) as described on 
http://userbase.kde.org/Session_Environment_Variables.
