Somewhat similar issue:

While starting the PC and Kontact, I have a message that KMail folders are
synchronised. usually it checks only the outbox and draft folders, rarely
other folders, I don't know why. It never finishes and often the Kmail is
unoperational (i.e. when clicking on message I have message "retrieving
mail").

Solution:

go to the maildir folder
delete the files in outbox new
restart akonadi.

If someone can explain how to solve this permanently would be great!
