The migrator should take this into account, it works itself through the kabc
config.
However, I don't think this is what has happened.
My guess is that the contacts were imported into "Personal Contacts" at some
point, but that import did either not work correctly or got corrupted later on
(some users report resource pointing to a non-existant directory).
Thus contacts ending up in Akonadi's cache only (i.e. not written to actual
storage location).
The weird thing is that this has most likely already happended during one of
the earlier upgrades since there have been no changes to address book
resources in quite a while.
