I just tried it. Same here. But that's not really a surprise because I
don't have any antivirus software installed and thus KMail cannot know
what to look for. Of course, it shouldn't create any filters if no
antivirus software is found.
What antivirus software do you have installed? From the subject I assume
it's ClamAV. Does 'clamscan -V' work if you run it in Konsole?
