That must be under Language?
In Systems Settings=>Locale=>Country/Region& Language (The top-most item) 
there are (in my installation) 7 tabs: 
Country|Languages|Numbers|Money|Calendar|Date & Time|Other

Under "Country" (Land in German I think?) set it to "Germany". I have no idea 
if that is where KAddressbook looks though. Just a guess ;-)
