We do not want you to leave the policy you use. But apparently (from the other 
mails) most of us do check mail from the startup of Kmail. And as Kmail then 
asks for one or more passwords, it triggers Kwallet..

In your case it will not trigger Kwallet. And  I guess it is now clear to you 
why. IHMO you cannot blame Kwallet for not starting when  nobody asks anything 
from it.

Thus you must decide what is more important to you. Or file a whish that Kmail 
makes the "check at startup" feature available per individual receive mail 
account.
