I had a look at the source code. If I understood the code correctly then
it checks whether
~/.kde/share/apps/kmail/mail/inbox/cur
~/.kde/share/apps/kmail/mail/inbox/new
~/.kde/share/apps/kmail/mail/inbox/tmp
all exist and are readable and writeable.
If all of this is true then I have no idea what's wrong.
