Could be.  First, check SystemSettings, making sure that Nepomuk is running.  
Strigi need not be running, and if your computer is not very powerful it's 
certainly better to turn Strigi off.  If that doesn't solve your problems, go 
through the following pages, checking each thing as you read it:
