This is indeed the locations for contacts in all released versions of KDE.
The other locations in $HOME/.local/share is, as Anne already wrote, the
result of the a migration (more an import in this case) for how the default
Akonadi based address book will be handled.
Akonadi can also handle single file vcfs with multiple entries so I am not
sure why the data storage for default address book had to be changed but I
certain the KAddressBook maintainer had his reasons.
After all he's the one with most experience in handling this data type.
