Groups replace Distribution Lists, but they are not yet really functional - 
see http://userbase.kde.org/KAddressBook#Status_of_this_release

You can create a new group either from the menu (File > New > New Group).  I 
was rather surprised, though, to find that the option to create a new 
distribution list from names in a menu (Tools > Save Distribution List) does 
still work, creating a new Group.  You still have minimal functionality at 
this moment, though.
