Are we sure this is a KDE system setting ? Where would the normal socket 
timeout for my system be ?

I don't agree. Adding one text box is hardly cluterring the interface. The 
'value' would be on a user by user basis, meaning the user leaves it 'as is' , 
or can change it, to a higher/lower value.

I think we are assuming too much here. If all KMail users informed us that the 
timeouts are fine, then we could say that it is fine for everyone, but not all 
KMail users need this feature of course, but some probably do, or would like 
it. It's about giving the user the opportunity to decide if they want to use 
such a setting or not, by adding it as a feature, surely.
