For everything related to KDE on Windows have a look at 
http://windows.kde.org.

You might also want to have a look at http://www.kolab.org/ from where 
you can download a beta version of Kontact for Windows (Kontact includes 
KOrganizer as calender component). Please note that Kontact for Windows 
is not yet suitable for production use.
