[kdepim-users] KWatchGnuPG shows no activity while 'Fetching keys'

I've reported several times the problem I'm having in getting the Fedora 
KMail's to accept my key for encryption.  In summary

I can sign messages
I can decrypte messages
I can't encrypt them.

When I try to add my key for encryption I get the 'Fetching keys' moving 
indicator, endlessly.

While running KWatchGnuPG I note that no activity whatsoever is logged.  Is 
this to be expected?
