Well, that's a distro-specific thing which is done to allow their users
a smooth transition from KDE 3 to KDE 4, i.e. running a KDE 4 desktop
with some KDE 3 applications that have not yet been ported to KDE 4. I
think at least some distros copied ~/.kde to ~/.kde4 on the first start
of KDE 4.
A plain vanilla KDE 4 would use ~/.kde. But for the time being using
~/.kde4 is probably preferable.
