How strange! I've been using KDE4 since 4.0, and never lost that ability. At
the moment I have 4.1.3 from Mandriva on this laptop and 4.1.3 from Fedora on
my netbook. The Mandriva laptop gives me a dotted outline and the Fedora one
gives me a blue outline when I drag a message.
