In theory you could probably achieve this by writing a
perl/python/whatever script that you pass those messages via
an "execute command" filter. This filter would then create the reply
(yes, you'd have to do this by hand, but since the "requires approval"
messages always have the same structure you wouldn't need to write a
complete RFC2822-parser) and send the reply through kmail using dcop.
An easier solution might be the usage of a reply template.
