wvdial is definitely not the right application for what you described above as 
your goal - it is used to establish a pppoe connection over telephone line, 
as such, it dials to an ISP's phone and then starts pppd
(i used it back in the times when i only had a modem, no DSL, instead of kppp, 
as it worked more reliable than kppp).
so, what you want, would be rather be something like kcall:

as already suggested in this thread.
