kbstateapplet is actually in kdereview atm. it needs a completely graphical 
overhaul before it can leave kdereview, however.

for playground, svn co trunk/playground/base/ and run cmake on that (in your 
build dir, of course =) ... then you can just build in any subdir, e.g. 
plasma/applets/fooapplet/ ..
