I'd say it's a bug. Do you happen to know whether this problem was also 
present in KMail 1.9.x (KDE 3.5.x)? If yes, then it is likely a design 
problem nobody has noticed until know. Otherwise, it is a regression 
that was introduced while porting KMail to KDE 4.
