Hmm. That might be a bug. I don't use sent-mail filters so I don't have
first-hand experience with them, but as far as I remember the source
code sent-mail filters should work regardless of the sent-mail folder
being an IMAP folder or a local folder.

Filtering of incoming messages works for me with my IMAP accounts. Note
that only new mail in the inbox is filtered. Moreover, you must enable
filtering of incoming messages for all accounts or for the particular
IMAP account. I'm using the latter.
I see that you are using KMail 1.9.7. Updating to version 1.9.9 (i.e.
KDE 3.5.9) might help.
