[kdepim-usability] Separate filter menu in KMail

Hi,

During Linux Info Tag in Dresden I talked with Ellen about issues with 
filtering. We've found that some menu items regarding filtering are 
cluttered throughout the Tools and Settings menu.

The question is if it would make sense to collect them into a Filter menu 
(e.g. between Messages and Tools). IMO the filter related items in the 
message menu should stay there, but that's my personal opinion.
