FYI KDE Neon User:   KDE PIM apps could connect to akonadi here again after the
suggested  (my luck I don't use knotes)

  apt purge knotes kpim6-akonadi-notes

Afterwards

  akonadictl start
  akonadictl stop

worked as expected and starting kmail/korganizer started akonadi themself again
in the background and connected to it.
