Agreed that storing a UUID in config files, instead of an ephemeral ID, would
be the best solution - but this would need an extensive rewrite of Akonadi and
the PIM applications.

For the moment, having suffered this problem myself, there is a quick solution
implemented in the command line Akonadi client
(https://invent.kde.org/pim/akonadiclient).  It allows folder assignments,
attributes and tags to be backed up when the configuration is known to be good,
and restored later if the database has to be regenerated.  See the
README.recovery file in that repository for more information.
