As far as I understand, this is about the case where an even already exists.

STEPS TO REPRODUCE
1. Set the view to Agenda weekview
2. Navigate to a day which already has an all-day event listed.
3. Right-click on the 'all day' area on top of the view (which already has the
single existing event listed'

OBSERVED
The shown context menu has no option to create a new event

EXPECTED
Along with the option to edit the existing event, there should be an option to
create a new all-day event on the same day.
