I think your "Observed" and "Expected" results may be backwards. 

However, I'm seeing the same behavior with version 6.1.2 on Gentoo. Also, I
also can see the "org.kde.pim.ews: Streaming request timeout - restarting"
messages recurring in the log at the set polling interval. Manual mail checks
work however. For what it's worth, I also have an IMAP account configured that
seems to poll without issue. Only automatic polling EWS is broken.
