The pinentry-qt window pops up when you (try to) send a digitally signed
message. It expects the password that you entered when you created the
certificate to use for digital signatures and for receiving encrypted messages
in May.

I'm not sure how you installed the option to send encrypted files with Outlook.
In any case, uninstalling it should fix your problem.
