SUMMARY
Under GPG4WIN  version 3.2.2.231170  When trying to publishing to server
(sending the public key), it gets this error:

An error occurred while trying to export OpenPGP certificates. 
The output of C:\Program Files (x86)\GnuPG\bin\gpg.exe was:

gpg: enviando a chave FCD039CFF085CE17 para hkps://keys.ubuntu.com 
gpg: falhou o envio ao servidor de chaves: Sem servidor de chaves disponível 
gpg: falhou o envio ao servidor de chaves: Sem servidor de chaves disponível 

(Maybe the server hkps://keys.ubuntu.com is unreachable..)

STEPS TO REPRODUCE
1. IN KLEOPATRA OF GPG4WIN,  , CLICK ON CERTIFICATES.
2.  SELECT YOUR KEY / CERTIFICATE
3.  PRESS CTRL+SHIFT+E 

OBSERVED RESULT

An error occurred while trying to export OpenPGP certificates.
