This seems to have been fixed in the meantime. My system is in Europe/Prague
timezone and creating an event that crosses local midnight with start/end times
specified in UTC is displayed correctly in Agenda View, both in Day and Week
views.

Please reopen if you can still reproduce with latest (23.08) version of
KOrganizer.
