Templates don't work. I can see and edit Templates, however they do not
actually do anything.
I recall them working at some point but I don't know when they stopped working

STEPS TO REPRODUCE (Example)
1. Click on Reply
2. Get New Email window with signature and correct address but without template
not even the 'New Message' Template 

OBSERVED RESULT
Emails don't use any Template

EXPECTED RESULT
Emails use Templates
