I see mixed behavior with the same versions in KDE Neon.  I set up an event
with a 30-minute reminder, and suspender the reminders 5 minutes at a time.

When I restarted immediately after a suspension, reminders resumed after I
logged in.

When I shut down, and powered back on after the suspension period had passed,
reminders did not resume.
