We can confirm it for 5.15.2 in Debian Testing.
As a workaround we found that in Akonadi Console - Agents you have to
synchronize your iCal resource until in Akonadi Console - Browser the
collection is duplicated. The duplicate now shows your items and saves your
changes ...
